Anderson is the most powerful psychic the Hall of Justice has ever come across: she is able to read minds and emotions, i.e. she possesses both telepathy and empathy. There is no indication of her influencing anyone’s mind, so it seems that her abilities are mostly passive rather than active (at least in the sense of reading v. influencing, not in the sense of receiving rather than retrieving which she can do just fine).

Comments/Other? In canon, Rhys installed an artificial intelligence of Handsome Jack into his head. Their personalities read as very different- Jack is the series main villain: narcissistic, cruel, kind of hilarious, whereas Rhys is a bit more on the wimpy tryhard side. Jack occasionally taunts him, and the general existence of him in Rhys' head really freaks him out.
