Anderson is the most powerful psychic the Hall of Justice has ever come across: she is able to read minds and emotions, i.e. she possesses both telepathy and empathy. There is no indication of her influencing anyone’s mind, so it seems that her abilities are mostly passive rather than active (at least in the sense of reading v. influencing, not in the sense of receiving rather than retrieving which she can do just fine).

I think he's probably tried at least a few times to block her out, and though it's not successful with Galadriel, it gives him some mental shielding. That said, if he feels anyone going into his head that's not grandmother-in-law, he's going to flip them out as quickly as he can. Because the other person who can read minds (kinda?) around him?
