Anderson is the most powerful psychic the Hall of Justice has ever come across: she is able to read minds and emotions, i.e. she possesses both telepathy and empathy. There is no indication of her influencing anyone’s mind, so it seems that her abilities are mostly passive rather than active (at least in the sense of reading v. influencing, not in the sense of receiving rather than retrieving which she can do just fine).

Additionally, Nomi is one of the most powerful telepaths/psychoempaths in her canon as well, so she would feel Anderson poking around in her head in all likelihood.
